Elk Street is getting a big upgrade! This street is close to schools and busy community areas, so the Town is working to make it safer and better for everyone—whether you drive, bike, or walk.

What's Changing

The street will be fully rebuilt. The new design includes a multi-use path for walking and biking on the north side, two driving lanes, a parking lane, and a sidewalk on the south side. This layout will make the road easier to use and more enjoyable for all residents.

Why It Matters

This project will improve safety and traffic flow and encourage more people to walk or bike. It’s also a chance to use modern construction techniques and plan for future growth in this area of town.

How You Can Participate

While the reconstruction is well underway, updates will be shared as the project moves forward. Residents will be informed about timelines, road closures, and how to stay safe during construction. Your cooperation and input during construction are always appreciated.

    Elk Street Reconstruction Update: June 18, 2025

    Location: Elk Street

    Work Completed to Date:

    • New Sanitary line from Talbot Street to Victoria Street has been installed
    • New Watermain from Talbot Street to Victoria Street has been installed, testing and commissioning has now commenced.
    • New Storm line has been installed between Talbot Street and the outlet point at 201 Elk Street (Goodwill's near entrance) continuing towards Victoria Street
    • Intersection of Elk and Victoria has been backfilled with gravel to keep the intersection open until the watermain and storm line is ready to be connected

    Work Scheduled for the Next Two Weeks:

    • Watermain testing and commissioning
    • Installation of the Storm line from 201 Elk Street (Goodwill's rear entrance) continuing towards Victoria Street
    • Phase 2 construction on Elk Street is scheduled to commence 30th of June, 2025

    Road Closures and Access:

    • Due to weather constraints, Phase 1 curb and base asphalt will not be completed prior to the 8th Annual Truck and Tractor Pull on the 27th and 28th of June 2025. Gravel will be placed along Elk Street and compacted prior to the event. Elk Street will be closed to through traffic however accessible to local traffic during the event.
    • Elk Street will be closed to through traffic during construction, but open to local traffic.
    • Local residents west of the Storm line installation operation should access from Victoria Street.
    • Local residents east of the Storm line installation operation should access from Talbot Street.
    • Driveway access may be interrupted periodically during construction. Notification will be provided in advance of a driveway access disruption.

    • Please respect the work zone.
    • Use caution when using the street or sidewalks near construction limits.

    Sanitary sewer, storm sewer, and watermain have been installed on the portion of Elk Street between Talbot Street and the outlet of 201 Elk Street. This area has also been backfilled and restored with gravel. Work is underway on the installation of sanitary sewer on the portion of Elk Street towards Victoria Street.

    Work Completed to Date:

    • Sanitary, storm, and watermain have been installed on Elk Street, between Talbot Street and the outlet point at 201 Elk Street.
    • Elk Street, between Talbot Street and the outlet point at 201 Elk Street, has been backfilled and restored with gravel.

    Work Scheduled for Next Week:

    • Sanitary sewer installation on Elk Street from the outlet of 201 Elk Street toward Victoria Street.

    Road Closures and Access:

    • Elk Street will be closed to through traffic during construction, but open to local traffic.
    • Local residents west of the sanitary installation operation should access Elk Street from Victoria Street.
    • Local residents east of the sanitary installation operation should access Elk Street from Talbot Street.

    Initial road removals have been completed and temporary watermain has been installed for Phase 1. These are the last items to be completed before underground servicing work (i.e. sewers and watermain) may begin. The contractor is PV-EX Construction Ltd.

    Work Completed to Date:

    • Layout and commissioning of temporary watermain.
    • Removal of asphalt road surface and curb and gutter.

    Work Scheduled for Next Week:

    • Sanitary sewer installation and road excavation commencing on east leg (near Talbot Street).

    Road Closures and Access:

    • Elk Street will be closed to through traffic during construction, but open to local traffic.
    • Local residents should access Elk Street from west end, Victoria Street or John Street.
    • Driveway access may be interrupted periodically during construction. Notification will be provided in advance of a driveway access disruption.

    Road Closures and Access:

    • Closure of Elk Street, between Talbot Street East and Victoria Street South, will commence Monday, March 31, 2025.
    • Elk Street, between Talbot & Victoria Street, will be closed to through traffic, but local traffic will still be able to access the area.
    • Driveway access may be interrupted periodically during construction. Advanced notice will be given to all residences affected.
    • Commuters are asked to follow the marked detour routes.

    Works Scheduled for March 31-April 4, 2025:

    • Installation of temporary traffic control signage and detour routes
    • Layout and commissioning of temporary watermain (Phase 1)
    • Pulverization of existing roadway asphalt
    • Sawcut and removal of private driveways and curb and gutter
