    Elgin County is updated "Elgincentives", their county-wide Community Improvement Plan (CIP). First introduced in 2015, this Plan supports community improvement projects and economic development across the County’s seven local municipalities by offering financial incentives that encourage business investment, property improvements, downtown revitalization, and the redevelopment of vacant or underused sites.

    Following a background review completed earlier in 2025, the County is now in the early stages of preparing draft updates to the Plan to reflect new community priorities, legislative changes, and shifts in economic conditions. The update will help ensure that the CIP

    What is a Community Improvement Plan?

    A CIP is a planning and economic development tool that helps municipalities guide and encourage investment, development, and revitalization in key areas of the community. CIPs typically provide a catalogue of financial incentive programs specially tailored to encourage property or building owners to undertake improvement projects that are aligned with the vision of the plan, such as enhancing main streets, improving public spaces, promoting redevelopment, or encouraging housing options.

    Proposed Amendments

    A digital copy of the proposed amendments to the CIP can be viewed here and it is also attached to this page. For physical copies, please visit the Town of Aylmer at 46 Talbot Street West, Aylmer during regular office hours (Monday - Friday 8 AM - 5 PM).

    The interactive map of the Focus Areas where financial incentives should be directed can be found at the following link: Elgincentives Focus Areas. These areas include Main Street Corridors (historic commercial areas), Settlement Areas (built-up areas expected to grow), Agricultural Areas (lands supporting farming and agritourism), and Employment Lands (industrial and job-creating districts).

    Public Meeting

    Public meetings will be held in every Municipality to provide any person the opportunity to submit formal written and/or verbal comments either in support or opposition regarding the proposed amendments before Council's review.

    The subject lands are located within the Low Density Residential land use designation of the Town of Aylmer Official Plan. The subject lands are also zoned Residential Type 1B (R1B) in the Town of Aylmer Comprehensive Zoning By-law No. 57-99. The subject lands contain a single detached dwelling and an accessory building (detached garage), as outlined in yellow on the back of this notice.

    The owners have converted the upper level of the existing accessory building from a storage area to one (1) additional residential unit. The existing accessory building was legally constructed in 1994. The zoning by-law in effect in 1994 (by-law no. 19-91) permitted a maximum accessory building height of 5.0 m (16.4 ft.), measured vertically from the finished grade to the average level between the eaves and the ridge; the height of the existing accessory building based on this regulation is 4.4 m (14.44 ft.). The current zoning by-law (by-law no. 57-99) states the maximum height of an accessory building shall not exceed 5.5 m (18.1 ft.) at its highest point (as per Section 3(1)(d) of the Zoning By-law). The existing accessory building has a maximum height of 6.4 m (21.0 ft.) at its highest point. The owners are seeking relief from Section 3(1)(d) of Zoning By-law No. 57-99 to increase the maximum accessory building height from 5.0 m (16.4 ft.) to 6.4 m (21.0 ft.) to permit one(1) additional residential unit.

    The owners have converted the upper level of the existing accessory building from a storage area to one (1) additional residential unit. The existing accessory building was legally constructed in 1994. The zoning by-law in effect in 1994 (by-law no. 19-91) permitted a maximum accessory building height of 5.0 m (16.4 ft.), measured vertically from the finished grade to the average level between the eaves and the ridge; the height of the existing accessory building based on this regulation is 4.4 m (14.44 ft.).     PLEASE TAKE NOTICE that the Town of Aylmer Committee of Adjustment will hold a Hybrid (in-person and virtual) Public Hearing on Wednesday, September 3rd, 2025, at approximately 7:00 p.m. to consider Application for Minor Variance A05-25 with a public livestream available at www.youtube.com/TownofAylmer. You are invited to participate in the Hybrid Public Hearing to provide verbal or written comments regarding this matter.

    Purpose and Effect of Application A05-25

    The subject lands are located within the Low Density Residential land use designation of the Town of Aylmer Official Plan. The subject lands are also zoned Residential Type 1 (R1) in the Town of Aylmer Comprehensive Zoning By-law No. 57-99. The subject lands are a vacant residential parcel (outlined in yellow on the back of this notice). The owners are proposing to construct a single detached dwelling with a reduced minimum exterior side yard width. In the R1 Zone, minimum exterior side yard width is 7.0 m (22.97 ft.); the owners are proposing a minimum exterior side yard width of 5.61 m (18.41 ft.).

    Location and Description of Subject Land

    The subject lands are legally described as Lot 63 Plan M-90, Town of Aylmer, and is known municipally as 71 Rebecca Drive, Aylmer. The location and proposed development are shown on the Key Map and sketch attached to this notice.

    Any person or public body may attend the Hybrid Public Hearing and/ or make written or verbal representation either in support of, or in opposition to the Minor Variance. If you wish to attend the Public Hearing virtually, please contact the Manager of Planning and Development by email or by phone by no later than noon on September 3rd, 2025, to receive an invitation to the hearing. Verbal representation for the Hybrid Public Hearing may be provided in-person or electronically. Written comments can be submitted by email to the Manager of Planning and Development or in-person to the Town Hall Office by no later than noon September 3rd, 2025. Please note that comments and opinions submitted on these matters, including the originator’s name and address, become part of the public record, and may be viewed by the public and may be published in a Planning Report, Council/Committee Agenda or Council/Committee Minutes.

    If you rent your property to seven (7) or more tenants, please post a copy of this notice in a location on your property, which is visible to all the residents.

    If a specified person or public body does not make oral submissions at the Hybrid Public Hearing or make written submissions to the Secretary-Treasurer of the Town of Aylmer Committee of Adjustment before the minor variance is granted, the specified person or public body is not entitled to appeal the decision of the Town of Aylmer to the Ontario Land Tribunal.

    If a specified person or public body does not make oral submissions at the public hearing or make written submissions to the Secretary-Treasurer of the Town of Aylmer Committee of Adjustment before the minor variance is granted, the specified person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to do so.
