Overview
Aylmer is growing, and we’re planning ahead to make sure we have enough space for new homes, businesses, parks, and services. To do that, we’re looking at expanding the boundary of where the Town can grow, also known as the “settlement area.”
What's Changing
Right now, Aylmer is reviewing where and how to expand the areas that allow development. This review will help decide which lands around the Town could be added to support new neighbourhoods, jobs, and community spaces over the next 30 years.
Why It Matters
Expanding the boundary means Aylmer can welcome more people and businesses while still protecting farmland and green space. Good planning now will make sure we have enough housing, roads, and services in the future—and that growth happens in the right places.
How You Can Participate
The Town will be sharing information and asking for community input throughout the process. You’ll be able to review maps, ask questions, and give feedback at public meetings and through online updates.
What Will Be Done With the Feedback
Community feedback will help Council and planners make decisions about which areas to include in the expansion. Your input will be included in reports and shared with County staff as part of the approval process.

We started by hiring experts from Stantec Consulting to help us study Aylmer’s current boundaries and nearby land. This review looked at things like how land is used now and where future growth might happen.
Forming an Advisory Group

To help guide the process, we created an All-Parties Advisory Group. This group includes people from the Town of Aylmer, Township of Malahide, Elgin County, Catfish Creek Conservation Authority, and the Elgin Federation of Agriculture.
Create a Fair Scoring System

A scoring system was developed to help decide which pieces of land might be the best to include in Aylmer. The scores are based on things like location, access to services, and the environment.

Recommending Land for Expansion

Stantec and staff finalized a list of recommended parcels. These are the lands being suggested to include within Aylmer’s new boundary.
Public Meeting on Recommendations - April 9, 2025

We held a public meeting to share the final recommendations and gather feedback. Council will use this input to prepare for talks with the Township of Malahide.
Negotiations
Planning Aylmer's Future Growth: Boundary Expansion is currently at this stage
The Town of Aylmer and the Township of Malahide are now meeting to try and reach an agreement on which lands could officially become part of Aylmer.
Draft Agreement (if negotiations succeed)

If both towns agree, a draft boundary change agreement will be created. This includes timelines and responsibilities for both sides.
Public Review of the Agreement

Before anything is finalized, the public will be invited to review the draft agreement and provide feedback.
Council Decisions

Aylmer Council and Malahide Council will each vote on whether to approve the agreement.
Submission to the Province
this is an upcoming stage for Planning Aylmer's Future Growth: Boundary Expansion
If both Councils agree, the final plan is sent to the Province of Ontario for approval by the Minister of Municipal Affairs and Housing.
Making It Official
this is an upcoming stage for Planning Aylmer's Future Growth: Boundary Expansion
If the Province approves, the new boundary will take effect. Aylmer will begin planning services and infrastructure for the newly added land.
